I was able to do a little “leg work” for y'all and hope
this list assists you in preparing for “Christmas Past”.

I did not check Habitat for Humanity, but they may have clothing. If you have a creative streak you can make use of these stores for putting together an outfit. I purchased a linen blouse for a teen to wear, from the Samaritan center. She will continue to wear it after the costuming; I paid $1.50.

Very friendly on phone. Use your imagination and put something together. It is not specific to Victorian and Edwardian clothes, but you can probably find bits and pieces for outfitting.

I called them. Very friendly and LOTS of stuff. They outfit for many events and the woman on the phone said they have rentals and sales. Top hat sales start around $12.98. Renting a girl’s Victorian dress would start around $47.50. They have capes, canes, bowler hats, etc, etc. It may be worth the drive.
Internet costuming:
Some of these sites are for serious costuming (reflected in prices), but it may also give you ideas. There were several other sites, so you might want to take time to surf.

Here are two different items on ebay for Victorian style skirts. The second one is much cheaper, but the auction ends soon. The First one gives a variety of colors to choose from and even with shipping only costs $38...it has a Buy It Now feature and the seller's ebay name is dantzlercreations and her feedback rating is excellent.

This lady makes bonnets and aprons. Her bonnets run about $10 - $12 US dollars plus shipping of about $4.00. They're hand made in white, black, and possibly other colors and would be lovely with a bit of lace, mistletoe, etc...

There are a lot more reasonable items...just go to ebay and type in "victorian costumes" or "civil war clothing" or something of the like.
